Default Question about selling bills...

I was looking through ebay a couple weeks back and saw a few un painted swordfish bills. I was looking at a link sent regarding a hms permit and started wandering around the site. It said you CANNOT sell ANY part of a swordfish withing proper permits not just the meat. So would selling bills without proper swordfish permits be illegal?

Reel Life is correct and if you want to get really technical about it you couldn't sell swordfish poop without permits. I mean you could probably get rid of the dozen or so that you used to decorate your patio. You know the ones that you have had since you bought them at a flea market years ago.
