My rule is if the wind is constantly blowing at a MPH greater than the overall boat length, it may be a little rough.
Generally that is 25kts to Gale. =)

This is the rules from an up North Tourney.. They deal with rough water all the time..

11. Each vessel Captain and crew is responsible for the seaworthiness of their crew and vessel. The final decision on sea conditions and safety always remains with the captain and crew of each individual vessel. SMTC and Tournament Committee assume no liability in the event of the inclement weather. If the NOAA Forecast for the Great South Channel to Hudson Canyon out to 1000 fathoms including the waters south of Martha's Vineyard is greater than 5 feet, the Offshore Portion of the tournament is cancelled for that day. If the Inshore Forecast for the Coastal Waters for Montauk to Moriches out 20 nautical miles exceeds 4 feet that portion of the tournament will be cancelled. If the 5am NOAA Forecast at the start of the fishing day contains the wording "SMALL CRAFT ADVISORY/OR WARNING", NO boats are allowed to leave until the forecast fits tournament guidelines. If this advisory is added while boats are fishing, captains are expected to do whatever is reasonable and prudent to secure the safety of their crew, passengers and property. The STMC and Tournament Committee have no authority on this situation and all decision-making rests within each vessel. Weighin guidelines would still apply. NOAA Forecast should be monitored regularly and NOAA advisories and warnings should be adhered to.
