Hi Ocean Outlaw. Welcome to the forum as it looks like you are fairly new here, or of little posting content to date. Teamwork and collaboration is my creed if at all possible, just so you know where I am coming from, with a commercial and recreational interactive mix.
I don't have time right now to pick through Vinnie's meeting notes list, but I do think that the enforcement of fair rules application is a good one to pursue. It accomplishes multiple objectives with and seems to be supremely fair.
Although restricting imports is a tough nut to crack, in lieu of, all the national (political leadership) momentum,(ie. NAFTA, etc.) but if THEY must adhere to the same rules that we do, there is some merit in that, and the penalties for non-compliance can be the perfect solution to that matter. In essence, it may/will limit importation opportunities due to non-compliance, particularly for the swordfish topic that concerns us here on this forum. (I can't give precise details in a short post but I believe that Japan leadership is highly skilled in restricting, whatever, due to their craftful policy making; certainly, we are capable to do the same or better, for the right National and moral reasons.)
Vinnie, I will try to digest the items that you listed as time permits. Also consistent with Ocean Outlaw's post: it does not make sense to have recreational fishermen to be selling swordfish, except for the greed factor. So I would think that a General category is on the least desireable side of the list if we must rank and rate all of the items that you passed along to us in the forum community.
