If anyone leases a permit, lease it short term....
A big bunch of expired permits may hit the street in the next 4 months with the proposed permit rulings coming soon.

One poposal at the NMFS A/P meeting is to allow a short term use of general category or angling permit to sell fish for a year or two to help bump up the catch toward the quota. It wold not allow bouy gear for any new categories but could put deep drop and rod and reel fish on the market.

First change could be the re-establishment of about 40 permits that have expired, and in the next year, other changes ma take place.

As far as the recent (Jan thu March) slow catches, its happend before and the fish are on their way. Catches should imporve quickly with the fish that we know are moving from the Gulf.
