Lots of wire, wax thread, and 2 oz leads. Push the wire down through the head (wedge the head) and slide the 2oz lead, then wrap into a haywire (make the lead nice and snug to the nose). Use the wax thread to go down the back so no crafty billfish can steal the mullet. And use a little on the head to keep the gills shut and the top of the head to give the head a nice flat profile. Twist a loop into the other end of the wire and clip onto the dredge. Good luck.
