Technology has advanced to the point that we are no longer compelled to catch fish by hook & line, net, TNT or "primitive spears".
We have advanced from (hemp and sizal to spectra super filaments and hollow core options) primitive spears to rubber banded spears made of specialized steel and advances in "open circuit" SCUBA diving with mixed gases with risk-assessed dive profiles and a readily available supply of quality equipment has enabled those with the "technical" aptitude to do deep drops to the bottom themselves, for a personal look-see. In this case Diver Dan McMahon decided to reach out and touch some-fish: of course, there was also the equally viable alternative to do a timely retreat before one may be ingested as a bubbling snack.

I web-surfed across a few fishing forums and with a post from Deep Sea Gull, I found this post about a few of the more adventuresome "technical divers" that are doing some hard core spearfishing on the Gulf Coast of Florida.
