John Doe caught the fish that Carlos and I tagged and retagged it with his own (John Doe) tag. John Doe sent the captured tag (Carlos') into TBF with his new information and they notified Carlos that his fish had been recapture. Carlos doesn't remember where TBF said John Doe recaptured Carlos' fish.
